Clear requirements, without assumptions

An apostille requirement starts as unknown. Only your receiving authority’s confirmed instructions determine whether one is required. If that authority confirms no apostille is needed, the guide removes the apostille step and the timing that includes it. Another applicant’s experience does not establish an exemption.
